Authorities admit incomplete desilting of the drain whereas CETP owners blame the October rains for it. Farmers have lost their standing paddy crop and are now worried they may not be able to sow the rabi wheat in time.

The canal irrigation network in Uttar Pradesh measures upto 74,660 kilometres and includes rajbaha (smaller canals) and drains. Still, almost 78% of irrigation needs are met by groundwater, the levels of which are fast dropping. Water conflicts around irrigation are getting violent and such clashes have left a farmer dead in the past week.

Around 73% of Bihar’s total geographical area is prone to floods as plains of the state, which are close to Nepal, are drained by a number of rivers that have their catchments in the Himalayas of Nepal. These rivers and their tributaries carry high levels of discharge and sediment load, which are deposited on the plains of Bihar thus causing floods
