Between June 1 and August 16, Jharkhand recorded a rainfall departure of minus 36 per cent. Of its total 24 districts, only one district (West Singhbhum) has reported 'normal' monsoon rainfall so far. Experts fear a 50% drop in paddy sowing this kharif season.
