With an aim to increase the participation of women in the Lok Sabha and the state assemblies, the Union government has introduced the 128th Constitutional Amendment Bill, 2023. The Union Ministry of Earth Sciences admitted in the Parliament that the rainfall pattern in the country is getting erratic. It mentioned that the top paddy producing states such as West Bengal, Uttar Pradesh and Bihar are witnessing declining trends in rainfall in between 1989-2018.
