छोटी और मैदानी नदियों को तो तटबंधों के सहारे नियंत्रित किया जा सकता है लेकिन बड़ी और पहाड़ी नदियों को खासकर मानसून के समय में तटबंधों के सहारे रोकना बहुत ही मुश्किल है। इस समय नदियों में पानी और गाद की मात्रा काफी अधिक होती है और वे उफान पर होती हैं।

The state government claims that it has done its bit to help those affected by floods, but the ground reality is quite different.As per the official data, 81 lakh people were directly affected in the state, but more than 60 lakh couldn't find a place in any relief camps, because there were none. Similarly, 835 community kitchens were set up in 12 districts comprising 105 blocks and 1,240 panchayats. This means, there was one community kitchen for more than 7,000 people

Just a few days back people living in Naruar village lived regular lives. The intertwining night of June 13-14 changed everything when flood water gushed into their village and washed away everything that came in its way, including the cement and brick structures -- their homes -- and all their belongings. After water level receded, they came back to their "homes" to look for their belongings ranging from bikes to cattle, clothes, furniture, utensils and important documents

इस साल बिहार में समय से पहले बाढ़ आ गई। पश्चिम चंपारण, पूर्वी चंपारण, गोपालगंज और सारण जिले अलर्ट पर हैं। बिहार भारत का सर्वाधिक बाढ़ संभावित राज्य है। भारत-नेपाल सीमा से लगे उत्तर बिहार के गांवों में एक साल में 66 बार तक बाढ़ आती है।
