उत्तर प्रदेश में रबी सीजन अपने निर्णायक दौर में है। इस समय गेहूं, आलू, सरसों और दलहनों की फसल खेतों में खड़ी होती है और किसानों के लिए सबसे ज़रूरी होती है खाद। खासकर गेहूं में यूरिया की टॉप-ड्रेसिंग और आलू में डीएपी और एनपीके की जरूरत अचानक बढ़ जाती है। ऐसे वक्त में अगर खाद समय पर न मिले या ज़रूरत से कम मिले, तो पूरी फसल प्रभावित हो सकती है। इसी तर्ज़ पर उत्तर प्रदेश सरकार ने खाद की कालाबाज़ारी, नकली उर्वरकों की बिक्री और कृत्रिम कमी पैदा करने वालों के खिलाफ राष्ट्रीय सुरक्षा कानून यानी NSA लगाने का फैसला किया है। यह फैसला जितना सख़्त दिखता है, उतने ही सवाल भी खड़े करता है। NSA क्यों लगाया गया, सरकार क्या दावा कर रही है, ज़मीन पर क्या हो रहा है और किसान इस पूरे सिस्टम को कैसे देख रहे हैं।
